The FAO Commission for Controlling the Desert Locust in South-West Asia (SWAC) is the oldest of the three regional commissions that make up the global locust early warning and prevention system. SWAC convenes every two years, with meetings hosted alternately by its member countries.

Established in 1964, SWAC includes four member countries: Afghanistan, India, Iran, and Pakistan. Among the member countries, India, Iran, and Pakistan are classified as front-line nations for desert locusts. Pakistan experiences two breeding seasons, one in summer and one in spring, whereas India and Iran have only one breeding season each, in summer and spring. Afghanistan is categorized as an invasion country because desert locusts typically do not inhabit the region.

SWAC uses its own funds to support various activities aimed at enhancing national capacities and field operations, such as desert locust surveys, control measures, reporting, training, preparedness, contingency planning, emergency response, biopesticides, public health and safety, and the yearly joint survey between Iran and Pakistan. The Commission underscores the significance of both regional and cross-regional collaboration in implementing early warning systems and preventive measures for desert locusts, with the goal of reducing the duration, frequency, and severity of locust plagues.
